Since the bit increases diameter as you plunge deeper but may not plunge the full set depth for certain detailed areas it confused me. Should you find the diameter of the bit at.

If you're getting good quality and chips, and bit is room temp or only warm at the end of the cut you're good. Everybody has a different quality they want vs. Listen to your machine and experiment.
